Summary &
Responsibilities:
Provides expert technical compliance support Dominion Transmission's capital construction projects in PA, WV, NY, OH, and VA with a strong focus in the area of land disturbance, storm water, and solid and hazardous waste. Provides a lead role in implementation and coordination of environmental compliance for natural gas construction projects for both gas compressor stations and pipelines. Coordinates and communicates with management on a regular basis regarding environmental compliance issues. Assists in the negotiation of compliance issues on behalf of projects with regulatory agency inspectors to achieve favorable outcomes. Develops and conducts environmental compliance training. Inspects and advises on construction procedures, records, and training to ensure compliance with environmental requirements prescribed in laws, regulations, permits, and company policies and procedures for projects located across a large geographic region. Utilizes electronic databases to analyze and monitor company compliance with regulatory requirements and complete reports. Responsible for managing environmental contractors and overseeing the activities of the project environmental inspectors. The successful candidate should have experience in compliance with environmental regulations with a focus in land disturbance, storm water, solid and hazardous waste, and preferably with direct experience in the natural gas industry.
Responsibilities to include:
Responsible for multi-media environmental compliance support; including air chemical, oil, water, and waste programs, on construction projects in states where the company has natural gas construction projects.
Prepare/submit environmental reports for assigned facilities.
Walk down of facilities and conduct environmental self assessments to ensure environmental compliance and provide recommendations for process improvements.
Resolve compliance issues in coordination w/ Engineering, Operations and Dominion Environmental Services staff.
Communicate within Dominion Environmental Services to ensure consistent interpretations/implementations of environmental regulations, etc.
Support project staff on environmental regulatory compliance programs, including environmental compliance plan development.
Support internal guidance documents and work practices.
Coordinate hazardous and non-hazardous waste disposal for assigned projects.
Serve as the primary site coordinator and as a liaison with external regulatory agencies regarding environmental issues.
Serve as the company contact with the local public and community to resolve environmental complaints and concerns.
Provide environmental training to project personnel to comply with environmental permits and regulations.
Be available 24 hours a day, 7 days a week for emergency response to address spills and releases at Dominion construction projects.

Job
Qualifications:
7
years experience in the environmental field required.
Working knowledge and general understanding of Clean Air Act, Clean Water Act, NPDES, RCRA, Sara Tier II, SDWA, SWPPP, Spill Prevention Countermeasures and Controls (SPCC), U.S. Army Corps of Engineers Section 404/401 Permits, Water Quality Certifications (WQCs), and Threatened and Endangered Species Act, as they relate to Dominion natural gas construction projects and operations.
Proven ability to independently develop, implement, and administer complex plans, schedules and processes for company project teams, Engineering and Operations.
Proven ability to monitor, assess and document environmental compliance for gas pipeline construction projects and to proactively implement necessary corrective actions.
Excellent communication skills to translate environmental regulations and permit and plan requirements into understandable compliance guidance for gas construction engineering, operations, environmental teams and other company stakeholders.
Excellent public speaking skills required to interact with regulators, public interests and projects contractors.
Excellent technical writing skills required to prepare regulatory compliance documents and reports.
Ability to work in a functionally diverse team environment.
License or ability to obtain a license to operate a motor vehicle is required.
Education Required:
Bachelor of Science in Physical Science, Environmental Science, Engineering, or similar discipline.
Working Conditions:
Dust / Grease / Oil-Up to 25%; Energized Wires-Up to 25%; Fumes-Up to 25%; Loud Noise-Up to 25%; Operating Machinery-Up to 25%.
20% Office Work, 80% Travel Work.
